Wayne State University representatives commented about the "Family to Family Strategy," which is designed to reduce the number of abused or neglected children removed from their communities. They noted that children are better off leaving parts of Detroit for surrounding suburbs, and not removing them possibly denies them the opportunity to experience a more positive outcome.
